Laos, Vietnam Review Bilateral Cooperation, Chart Bold Path for 2025

In a strong demonstration of their unwavering bond and shared vision for the future, the Prime Ministers of Laos and Vietnam co-chaired the 47th meeting of the Laos-Vietnam Intergovernmental Committee, held from January 9-10 at the National Convention Centre in Vientiane. The two-day meeting aimed to enhance the friendly relations, special solidarity, and comprehensive cooperation between the two neighbouring countries, while outlining an ambitious roadmap for 2025.

The meeting, co-chaired by Lao Prime Minister Dr. Sonexay Siphandone and his Vietnamese counterpart Mr. Pham Minh Chinh, provided an opportunity to assess the achievements of their 2024 cooperation plans, review high-level agreements, and discuss directions for bilateral collaboration in the coming year.

Achievements of 2024 Cooperation Plans

The Lao Minister of Planning and Investment, Dr. Phet Phomphiphak, who also chairs the Laos-Vietnam Cooperation Committee, highlighted key successes in the implementation of the 2024 cooperation plans. Trade between the two nations surpassed expectations, exceeding USD 2 billion—a 34% increase over 2023 figures. Vietnamese investment in Laos reached new heights, particularly in the energy sector, with large-scale projects like the Truong Son and Savan 1 wind power plants driving a 61.1% rise in registered investment capital to USD 191.1 million. The two Prime Ministers commended the successful implementation of agreements in political, economic, defense, and cultural cooperation. They emphasized that these achievements underscored the strength of their nations’ enduring partnership.

Plans for 2025: Connectivity and Cultural Exchange

Looking ahead to 2025, the two sides agreed to bolster cooperation across multiple sectors, including politics, foreign affairs, national defense, and cultural exchange. The Vietnamese government reaffirmed its commitment to supporting Lao students by allocating 1,160 scholarships for the upcoming year. Infrastructure development emerged as a priority, with plans to jointly develop Vung Ang Port in Vietnam’s Ha Tinh province and build a railway linking Laos to the port, as well as the Vientiane-Hanoi Highway. These projects are expected to enhance regional connectivity and facilitate trade and investment between the two countries.

Cultural and social cooperation will also be strengthened, particularly through initiatives to foster understanding among youth about the special ties between Laos and Vietnam. Collaborative efforts by ministries and localities will aim to effectively implement mutual agreements.

Strengthening Trust and Signing Agreements

The meeting reinforced strong political ties, trust-building, and frequent exchanges between the leaders of both nations. Cooperation in defense and peacekeeping remains robust, further solidifying mutual security. The Prime Ministers witnessed the signing of agreements in education, investment, and energy, cementing their commitment to achieving the shared goals for 2025.

Mutual Gratitude and Pledge for Future Cooperation

The Lao government expressed its gratitude to Vietnam for its consistent support throughout Laos’ nation-building efforts. Both sides pledged to enhance bilateral cooperation to deliver tangible benefits to their citizens. The successful conclusion of the 47th meeting has further strengthened the great friendship, special solidarity, and comprehensive cooperation between Laos and Vietnam. With a shared commitment to raising their partnership to new heights, the two nations stand poised to achieve greater mutual prosperity in the years to come.
