Romania and Germany have signed a wide-ranging Action Plan aimed at strengthening bilateral cooperation across key strategic sectors. The signing took place on 18th July, 2025, Friday during Romanian President Nicușor Dan’s official visit to Berlin, marking one of the most significant outcomes of his trip. Romanian Foreign Minister Oana Țoiu and Germany’s State Secretary for Foreign Affairs, Géza Andreas von Geyr, formally signed the document in a ceremony held in the presence of President Dan and German Chancellor Friedrich Merz.
During a press conference at the Romanian Embassy in Berlin, President Dan underscored the importance of the agreement. “This plan clarifies how our two countries will cooperate across various sectors. It’s the result of a year and a half of work,” he said, as quoted by CE Report via AGERPRES. He also noted the potential for significant German investment in Romania: “If talks lead to several billion euros in investment, that would be the most concrete result.”
According to the Romanian Ministry of Foreign Affairs (MAE), the Action Plan sets out a concrete framework for intensifying the partnership between the two countries, with a strong focus on enhancing political-diplomatic dialogue, cooperation at the EU level, and coordination on security, strategic, and multilateral issues. Germany also reaffirmed its support for Romania’s accession to the Organisation for Economic Cooperation and Development (OECD). The plan outlines deeper cooperation in consular services, public diplomacy, and strategic communication, as well as in European policy development and implementation.
Security and defence cooperation also figure prominently in the agreement, including a commitment to strengthening NATO’s deterrence and defence posture—particularly on the Alliance’s Eastern Flank—as well as increased collaboration in the defence industry under EU and NATO frameworks. On the economic front, the Action Plan seeks to further expand the already substantial bilateral trade relationship. Germany remains Romania’s top trading partner, with trade volumes exceeding €42 billion in 2024 and representing over 20% of Romania’s exports. Germany is also the leading foreign investor in Romania, according to the National Bank of Romania.
The agreement also aims to deepen cooperation in the fields of energy transition, transport and connectivity, justice, and internal affairs. These efforts align with priorities set by the respective ministries of both nations. Cultural and social ties are another focus. The document acknowledges the role of the German minority in Romania and the Romanian diaspora in Germany—now numbering over 900,000—as vital bridges between the two countries. It also highlights continued collaboration in labour and social policy, based on an existing Joint Declaration of Intent, with specific attention to protecting mobile workers. The signing of this Action Plan holds additional symbolic significance as 2025 marks the 145th anniversary of diplomatic relations between Romania and the Federal Republic of Germany. As both nations look ahead, the agreement provides a structured and forward-looking path for deepened cooperation, with shared goals of peace, prosperity, and stability in Europe.
