In April 2025, Chile’s president, Gabriel Boric Font, embarked on a significant state visit to India, marking a pivotal moment in the strengthening of bilateral relations between the two nations. This visit, spanning from 1st April to 5th April, was characterised by a series of high-level meetings and collaborative initiatives aimed at enhancing cooperation across various sectors.
Strengthening Trade Relations
A cornerstone of President Boric’s visit was the advancement of trade relations. In a landmark development, India and Chile agreed to commence negotiations on a Comprehensive Economic Partnership Agreement (CEPA). This decision was the culmination of discussions between Prime Minister Narendra Modi and President Boric, reflecting a mutual commitment to bolster economic ties. The CEPA aims to facilitate increased trade and investment, fostering a more robust economic partnership between the two countries.
Exploring Critical Minerals and Renewable Energy
An MoU between CODELCO, Chile, and Hindustan Copper Limited for cooperation and exchange of information regarding exploration and mining has been signed. Chile is the largest producer of copper in the world. Beyond trade agreements, the leaders delved into collaborative opportunities in critical minerals and renewable energy. Recognising Chile’s prominence as a leading producer of lithium, both nations explored avenues for securing lithium resources essential for battery manufacturing and the expansion of sustainable technologies. This collaboration is pivotal for India’s green energy transition, particularly in the electric vehicle sector.
Cultural and Educational Exchanges
The visit also underscored the importance of cultural and educational exchanges. A Bilateral Cultural Exchange Program for the period 2024 – 2028 has been agreed upon. A high-level Chilean delegation, including ministers, members of parliament, senior officials, business leaders, and media representatives, accompanied President Boric. This diverse group is set to engage in various activities across Indian cities such as New Delhi, Agra, Mumbai, and Bengaluru, aiming to deepen mutual understanding and explore collaborative opportunities in sectors like technology, education, and tourism.
Business Initiatives and Investments
In alignment with the visit’s objectives, InvestChile and ProChile organised a roadshow from 31st March to 6th April, 2025, featuring business activities in New Delhi, Mumbai, and Bengaluru. The initiative aimed to promote and attract investments in priority sectors, including mining, agriculture, and technology. Sector-specific workshops were held, focusing on agroindustry and mining, providing platforms for Indian and Chilean businesses to explore investment opportunities and establish partnerships.
Advancing Scientific and Antarctic Cooperation
Scientific collaboration also featured prominently during the visit. A Letter of Intent on Antarctica Cooperation was signed, reflecting shared interests in polar research and exploration. Both nations acknowledged the strategic importance of Antarctica and committed to joint research initiatives, enhancing their scientific engagement in this critical region.
Health and Wellness Initiatives
Health diplomacy was another significant aspect of the visit. Discussions focused on enhancing cooperation in traditional medicine, particularly Ayurveda, and promoting wellness tourism. The growing interest in yoga and holistic health practices in Chile was celebrated, with initiatives aimed at fostering deeper cultural and health-related exchanges between the two countries.
Defence and Security Collaborations
In the realm of defence, both nations agreed to strengthen cooperation by establishing defence industrial manufacturing and supply chains tailored to mutual needs. Joint efforts were also planned to address common challenges such as organised crime, drug trafficking, and terrorism, underscoring a shared commitment to regional and global security. Additionally, an MoU was signed between the National Service for Disaster prevention and Response (SENAPRED) and National Disaster Management Authority (NDMA) on tackling disaster management issues.
President Boric’s visit to India in April 2025 served as a catalyst for a multifaceted partnership, paving the way for enhanced collaboration in trade, technology, energy, culture, and security.
