Saudi Arabia and Kuwait Bolster Bilateral Ties with Four New Cooperation Agreements

Saudi Arabia and Kuwait have reaffirmed their enduring partnership through the signing of four memoranda of understanding (MoUs) aimed at deepening cooperation across strategic sectors. The agreements were concluded following the third meeting of the Saudi–Kuwaiti Coordination Council, which convened in Riyadh on 10th November, 2025.

The meeting was co-chaired by Saudi Minister of Foreign Affairs, Prince Faisal bin Farhan, and Kuwait’s Minister of Foreign Affairs, Abdullah bin Ali Al-Yahya. Prior to the session, both ministers held bilateral talks at the Saudi Ministry of Foreign Affairs headquarters, where they reviewed the longstanding fraternal relations between their two nations and discussed a range of issues of mutual concern. During the Council’s proceedings, Prince Faisal expressed appreciation for the concerted efforts made by both sides to ensure the success of the meeting, emphasising that the gathering reflected the depth of the brotherly ties binding Saudi Arabia and Kuwait. He underscored the shared commitment of both governments to advancing cooperation across diverse fields for the benefit of their peoples.

For his part, Minister Al-Yahya conveyed his gratitude for the warm welcome extended to the Kuwaiti delegation, commending the diligent work of the Council’s Secretariat. He also reiterated Kuwait’s keenness to host the Council’s fourth meeting, highlighting the importance of sustained dialogue and coordination in promoting shared goals within the Gulf region. At the conclusion of the session, the two sides formalised four MoUs covering media, economics, scientific research, and public-private partnerships. The first memorandum, focusing on cooperation in the field of radio and television, was signed by Saudi Assistant Minister of Information, Dr Abdullah Al-Maghlouth, and Kuwait’s Undersecretary at the Ministry of Information, Dr Nasser Ahmed Muhaysen.

The second agreement, addressing collaboration in economic planning, was signed by the Saudi Ministry of Economy and Planning’s Undersecretary for International Economic Affairs, Eng. Rakan Trabzoni, and Dr Nimer Fahd Al-Malik Al-Sabah, Undersecretary of the Kuwaiti Ministry of Oil. The third memorandum, centred on science, technology, and innovation, was signed by Dr Ziyad Al-Rimi, Vice President for Strategy and Institutional Excellence at King Abdulaziz City for Science and Technology, and Asil Sulaiman Al-Munaifi, Undersecretary of the Kuwaiti Ministry of Finance.

Finally, the fourth MoU, which seeks to enhance cooperation in the field of public-private partnerships, was signed by the CEO of Saudi Arabia’s National Centre for Privatisation, Muhannad Basudan, and again by Ms Al-Munaifi on behalf of Kuwait’s Ministry of Finance. The meeting was attended by a number of senior officials from both nations, including Saudi Assistant Minister of Interior Dr Hisham Al-Falih, Assistant Minister of Media Dr Abdullah Al-Maghlouth, Undersecretary for Political Affairs at the Ministry of Foreign Affairs Ambassador Dr Saud Al-Sati, and Saudi Ambassador to Kuwait, Prince Sultan bin Saad bin Khalid. The Coordination Council, established to enhance integration and cooperation between Saudi Arabia and Kuwait, continues to serve as a vital platform for the two countries to align policies, strengthen economic collaboration, and promote shared development objectives. Monday’s meeting builds upon the progress achieved through the Council’s committees over the course of 2025, marking another milestone in the historic and fraternal relationship between the Kingdom and the State of Kuwait.
