Russia’s First Deputy Prime Minister’s Visit to India

India and Russia conducted rounds of engagements this week, from 30 March to 3 April 2026, covering trade, energy, nuclear cooperation, and legislative ties. Diplomatic consultations, executive-level meetings, and a parliamentary visit were part of this engagement. It reinforced the India–Russia Special and Privileged Strategic Partnership and built on the outcomes of the 23rd Annual Summit held in New Delhi in December 2025.

India–Russia Foreign Office Consultations

Russia’s Deputy Foreign Minister Andrey Rudenko visited New Delhi on 30 March 2026 for Foreign Office Consultations (FOC) with India’s Foreign Secretary Vikram Misri at the Ministry of External Affairs.

The two sides discussed a broad range of bilateral issues, including the calendar of upcoming high-level contacts, and exchanged views on regional and international matters of shared concern. During his visit, Rudenko was also received by External Affairs Minister Dr S. Jaishankar.

The consultations are part of a regular diplomatic mechanism between the two countries and come ahead of a series of planned contacts at senior levels. Both sides took stock of progress on the implementation of decisions taken at the 23rd Annual Summit held in New Delhi in December 2025.

Visit of First Deputy Prime Minister Denis Manturov to India

Russia’s First Deputy Prime Minister and Co-Chairman of the Russia–India Intergovernmental Commission on Trade, Economic, Scientific, Technical and Cultural Cooperation, Denis Manturov, made a working visit to New Delhi on 2–3 April 2026.

He was received by Prime Minister Narendra Modi and held separate bilateral meetings with External Affairs Minister Dr S. Jaishankar, National Security Adviser Ajit Doval, and Finance Minister Nirmala Sitharaman. The meetings focused on implementing outcomes from the December 2025 India–Russia Annual Summit and strengthening ties across trade, energy, and industrial sectors.

On trade, Manturov noted that Russia had increased mineral fertiliser supplies to India by 40 per cent by the end of 2025 and confirmed readiness to sustain and grow this supply. A joint carbamide production project is also under development. On energy, he confirmed that Russian companies are positioned to steadily increase oil and liquefied natural gas exports to India. On nuclear cooperation, both sides confirmed that construction of power units at the Kudankulam Nuclear Power Plant is on schedule, with significant scope for deeper engagement. Space, education, and industrial cooperation were also on the agenda.

Russian Parliamentary Delegation at Parliament House

On 2 April 2026, a Russian parliamentary delegation led by H.E. Vladimir Yakushev, First Deputy Chairperson of the Federation Council of the Federal Assembly of the Russian Federation, arrived in New Delhi at the invitation of Rajya Sabha Deputy Chairman Harivansh Narayan Singh.

Talks were held with both Deputy Chairman Harivansh Narayan Singh and Lok Sabha Speaker Om Birla at Parliament House. Discussions covered inter-parliamentary cooperation — including in the context of India’s BRICS chairmanship in 2026 — along with trade, economic, technological, and cultural ties. Both sides stressed the need to intensify legislative engagement, particularly through the recently constituted India–Russia Parliamentary Friendship Group. The Russian delegation also attended sessions of both Houses of Parliament.
