India Re-Elected to ICAO Council with Record Mandate

India achieved a significant diplomatic milestone on 27th September 2025 by being re-elected to the International Civil Aviation Organisation (ICAO) Council with a strong mandate. The Ministry of Civil Aviation (MoCA) described this achievement as recognition of India’s growing influence in shaping the future of global aviation. The re-election underscores India’s rise as both a dynamic aviation market and a responsible voice in international governance.

Today, India is counted among the world’s fastest-growing aviation markets. According to the Directorate General of Civil Aviation (DGCA), Indian carriers transported 155 million domestic passengers in 2023-24, marking a strong rebound from the pandemic years. Passenger traffic continues to expand steadily in both the domestic and international segments, supported by government initiatives aimed at improving accessibility and affordability. The Ministry has projected that India is on track to become the third-largest aviation market by 2030, backed by sustained investments in infrastructure and policy reforms.

The government’s UDAN (Ude Desh ka Aam Naagrik) regional connectivity scheme has played a central role in India’s aviation growth story. In addition, the National Civil Aviation Policy (NCAP) and the ongoing expansion of airport infrastructure are driving India towards its target of nearly 220 operational airports by 2035, compared to just over 150 in 2024. Such rapid progress reflects the government’s vision of making aviation accessible to a broader section of society, while simultaneously preparing India to manage large-scale traffic volumes in the coming decade.

Union aviation minister Ram Mohan Naidu stated, “Proud to share that India has been re-elected to ICAO council with the highest-ever mandate for the 2025-28 term.” He also reaffirmed India’s commitment to ensuring the highest standards of aviation safety and efficiency.

The ICAO Council, a 36-member governing body, plays a pivotal role in setting global standards for aviation safety, security, navigation, and sustainability. India’s re-election guarantees the nation a continued voice in shaping these critical areas. It enables India to contribute to global decision-making on pressing issues such as carbon emissions, sustainable aviation fuels, and digital navigation systems. According to the official ICAO release, India’s re-election with a record mandate reflects the strong trust of member states in its ability to support safe, secure, and sustainable growth in international aviation.

Diplomatically, India’s re-election further strengthens its position on global aviation platforms, allowing it to build coalitions between advanced economies and the Global South. This will also aid India in negotiating with major powers and align its connectivity strategies with initiatives like the Act East Policy and Neighbourhood First. By voicing its priorities in the ICAO Council, India is not only safeguarding its own interests but also advocating for a fairer international aviation order.

India’s strengthened role in ICAO, thus, provides an opportunity to influence international aviation in ways that align with its national interests while contributing to the collective good of the global community.
